Not necessarily. The inspected Andrex record describes 30% recycled plastic in its packaging and a separate FSC Mix paper claim. Those statements concern different materials and scopes. Combining them into a claim that the toilet tissue is 30% recycled paper would change the evidence. A source-linked record should identify the component before repeating a percentage.
